Highly qualified refers to educational level meaning that candidates must possess no less that a bachelor’s degree or no less than a professional bachelor’s degree. The list includes job titles which are in shortage according to the Labour Market Balance. Since the Labour Market Balance is reviewed half-yearly, changes may occur.
